The Academy’s strategic advisor participated in The annual U.S. Cyber Command Legal Conference on 4 March 2021

The annual U.S. Cyber Command Legal Conference explored current law and policy issues related to offensive and defensive cyberspace operations. This year the conference was held remotely with participation of General Paul Nakasone, U.S. Army, Commander, U.S. Cyber Command; Dr. James Lewis, Senior Vice President and Director of the Strategic Technologies Program at the Center for Strategic and International Studies; Professor Bobby Chesney, James Baker Chair and Associate Dean for Academic Affairs, University Of Texas School Of Law; Professor Kristen Eichensehr, Director of the University of Virginia Law School’s National Security Law Center; Professor Michael Schmitt, Professor of International Law, University of Reading, and Director of the Tallinn Manual 3.0 Project; Professor Joseph Thai, Presidential Professor of Law and Glenn R. Watson Centennial Chair, Oklahoma University College of Law; Mr. Thomas Wingfield, former Deputy Assistant Secretary of Defense for Cyber Policy; and Colonel George Smawley, U.S. Army, Staff Judge Advocate, U.S. Cyber Command.

The discussed approaches to the U.S. domestic and international legal framework for cyber operations in respect to Rule of Law and Privacy Data protection should be evaluated be Ukrainian National Security and Defense authority in developing response to Russian cyber operations against Ukraine.
